Texas provides eligible undocumented residents, including DACA recipients, with access to in-state tuition and state financial aid

  • In-State Tuition & State Financial Aid/Access and Affordability

The state does not appear to have legislation that extends occupational and professional licensure to undocumented individuals.

New York provides eligible undocumented residents, including DACA recipients, with access to in-state tuition, state financial aid, and driver licenses. DACA recipients can also access certain professional and occupational licenses.

Virginia provides eligible undocumented residents, including DACA recipients, with access to in-state tuition and driver licenses and state identification. Virginia passed legislation to provide undocumented residents with access to state financial aid, which goes into effect on August 1, 2022.Virginia does not appear to have legislation that affirmatively extends occupational and professional licensure to undocumented individuals, including DACA recipients.

Undocumented residents in Pennsylvania, including DACA recipients, can access in-state tuition in at least one public institution. DACA recipients can also obtain a license to practice law. Pennsylvania does not provide undocumented residents with access to state financial aid or driver licenses and state identification.

Georgia prohibits undocumented residents, including DACA recipients, from enrolling in certain public universities. Georgia also blocks undocumented residents, including DACA recipients, from accessing in-state tuition or state financial aid at any public university or college. Georgia does not appear to have statewide policies that expand access to professional and occupational licensure or driver licenses and state identification to the state’s undocumented residents.

Freedom University 

  • Freedom University is an award-winning, modern-day freedom school for undocumented students banned from equal access to higher education in Georgia. Freedom University now provides tuition-free college preparation classes, college and scholarship application assistance, mental health and legal support, and social movement leadership development for undocumented students.
  • *While students do not receive college credit for their coursework at Freedom University, students do take CLEP courses that prepare them for the College Board CLEP exams, which grant college credits that can be transferred to a future college. In addition, we assist students navigate the complex college application process as first-generation undocumented youth, prepare them to succeed in rigorous college environments, and provide them with a welcoming and supportive community of mentors, professors, and undocumented peers.

Maryland provides eligible undocumented residents, including DACA recipients, with access to in-state tuition, state financial aid, and driver licenses and state identification.
